As the first Cross-border E-commerce Comprehensive Pilot Zone in China, it has been a priority pilot since its establishment seven years ago and has always been at the forefront. Since 2021 in Hangzhou, there have been 48,265 cross-border e-commerce stores and 411 cross-border e-commerce sellers whose transaction volume exceeds 20 million yuan. 22 unicorn companies that are valued at more than $100 million (quasi-unicorn companies). Driven by the construction of the Pilot Zone, in 2021, Hangzhou’s foreign trade exports will increase by 27.2% year-on-year, 6 and 7.5 percentage points higher than the national and provincial growth rates respectively. Cross-border e-commerce has become a new driving force for Hangzhou’s foreign trade development, a new channel for transformation and upgrading, and a new focus for high-quality development.
Talent is the key element to promote the development of cross-border e-commerce. Always centering on the concept that human resources are the first resource, Hangzhou Comprehensive Pilot Office has fully done a good job of “new infrastructure for talents” in cross-border e-commerce. It actively explores and practices the “Hangzhou Model” of cross-border e-commerce talent construction, and builds the best talent ecosystem for global cross-border e-commerce.
Wu Changhong said that in the past seven years, Hangzhou has been looking for a Hangzhou model of educating, attracting and retaining people by linking the government, enterprises, efficiency and society:
Firstly, strengthen the training of cross-border e-commerce professionals in colleges and universities, and build a “reservoir” of talents. Compiled the country’s first cross-border e-commerce talent standards and talent catalogue, was approved as the first batch of cross-border e-commerce undergraduate majors in the country, launched the country’s first set of cross-border e-commerce teaching materials, the first cross-border e-commerce talent alliance in China was established, the first cross-border e-commerce college – China (Hangzhou) Cross-border E-commerce College. At present, a total of 20 colleges and universities in Hangzhou offer cross-border e-commerce majors or courses, cultivating 6,000 cross-border e-commerce students every year. It cooperates with world-renowned platforms to launch Alibaba’s “Hundred Cities and Thousand Schools Program”, Amazon’s “101 Era Youth Talent Program”, and eBay’s “E Youth” Program to help cross-border e-commerce “compound talents” and “digital talents” training. In addition, the Hangzhou Comprehensive Pilot Zone has carried out the evaluation of the cross-border e-commerce professional talent training project. Secondly, promote the socialized training of cross-border e-commerce talents and activate the “new engine” of development. In terms of training management talents, it has carried out multi-level and multi-gradient cross-border e-commerce talent training projects such as entrepreneurial classes, elite classes and leading classes, and has cultivated 1,020 cross-border e-commerce enterprise management talents in the past seven years; In terms of improving professional talents, it has certified two batches of 15 cross-border e-commerce social talent training bases. In terms of business incubation, platform operation, logistics comprehensive services, overseas marketing, and DTC brand overseas training, cross-border e-commerce social training will be launched in 2021. 227 training sessions have been held, and a total of 86,300 cross-border e-commerce talents have been cultivated; in terms of promoting school-enterprise connection and stabilizing employment, three sessions of “E-Landing the World · Careers with You” Hangzhou Cross-border E-commerce Talent Recruitment Fair have been held, with 12 sessions. A total of more than 1,300 companies participated in the event, providing 15,000 jobs.
Thirdly, hold various cross-border e-commerce competitions, and make the “first step” to gather good talents. In order to solve the dilemma of the lack of international talents for Chinese enterprises going overseas, it held three “Alibaba Global Business Challenges” with Alibaba Group. Attracting more than 3,600 teams from all over the world to sign up for the competition, 27 companies have obtained excellent program delivery and overseas talent docking opportunities; in order to improve the level of Hangzhou’s international talents and provide employment opportunities for international students, two sessions of “Sail to Hangzhou” Global Cross-border E-commerce Entrepreneurship and Innovation were held. contest. More than 3,000 people from 140 countries signed up, 200 foreign youths began to become cross-border super anchor IPs, and more than 40 global youth teams received cross-border e-commerce entrepreneurial support; in order to introduce national cross-border e-commerce young talents, a national class A competition was held In conjunction with colleges and universities across the country, the 12th National “Three Creation Competition” cross-border e-commerce actual combat track was carefully organized. The competition was launched in colleges and universities in 31 provinces and cities. A total of 689 colleges and universities participated, and 9872 teams participated in the competition. July 16-17 The National Finals will be held in Tonglu, Hangzhou, China. After fierce competition, 8 special prize teams, 12 first prize teams and 20 second prize teams were competed in the cross-border e-commerce competition.
